28. Sam Howell, QB, Washington Commanders
Sam Howell is in a very similar camp as Desmond Ridder and Jordan Love. He's a 2022 mid-round pick who was given a chance to start in a limited sample size last season before his team decided to make him the unquestioned starter going into the 2023 season.
Howell started one game last season, throwing for 169 yards, a touchdown, and an interception in a 26-6 win over the Dallas Cowboys in the final game of the year.
27. Baker Mayfield, QB, Tampa Bay Buccaneers
We know what Baker Mayfield is at this point. The former first-overall pick is a fringe starter whose inconsistencies hold him back. He was able to beat out the young Kyle Trask for the starting job, though.
Mayfield has a chance to help the Bucs make some noise in a weak NFC South this year, but there's also no guarantee he makes it through the full year as a starter.
26. Desmond Ridder, QB, Atlanta Falcons
Consider this your inexperienced starter tier (plus Baker Mayfield). It's hard to know what to expect from Desmond Ridder, but the Atlanta Falcons are going all-in on last year's third-round pick as their starter this season.
Ridder started four games in 2022 and has yet to throw an NFL interception. He'll be given every opportunity to prove that he's the guy this season.
25. Jordan Love, QB, Green Bay Packers
It's finally Jordan Love time in Green Bay. Aaron Rodgers is gone, and the Packers have finally turned the reigns over to their former first-round pick.
Love has started just one NFL game entering his fourth season, but he'll be given an extended look this year.
