NFL QB Power Rankings: Ranking Zach Wilson and all 32 starting quarterbacks

T-25. Davis Mills (Houston Texans)

• Lowest ranking: 30
Davis Mills was one of the surprises of the 2021 season. A third-round pick, little was supposed to be expected of the Stanford product in his rookie season.
But with Deshaun Watson watching from home and Tyrod Taylor out injured, Mills stepped into action and performed better than anyone could have expected.
There were some dud performances in there, most notably a four-interception game against the Buffalo Bills in which his team scored zero points and he threw for under 90 yards. But there were also some moments of brilliance.
Ultimately, Mills showed more promise as a rookie than any QB not named Mac Jones. It's telling that one voter thought high enough to rank him 20th in the league. Mills probably deserves a bit more national respect than he's currently getting.
T-25. Jared Goff (Detroit Lions)

• Highest ranking: 23
• Lowest ranking: 31
We actually had a tie between Davis Mills and Jared Goff for the 25th spot. Nonetheless, this is probably right around where most imagined Goff would land.
The former No. 1 overall pick was traded to the Detroit Lions in the offseason and hoped to start anew with a fresh organization. And while Goff wasn't necessarily bad in 2021, he did little to make his former team regret their decision.
Goff finished with a respectable 19/8 touchdown/interception ratio and got better as the year went on. Over his final five games, Goff threw 11 touchdowns and just two interceptions.
Perhaps Goff deserves to be a little higher on this list given what he was working with. But the voters have spoken — Goff is tied for 25th.
